Is your ECM software up to date with the latest from Saab? A lot of times small driveability concerns are corrected with software modifications. There are maaaany with the early 9440 2.0L.
Secondly perhaps re-learning the throttlebody may help. There is a function within the ME9 engine management menu of the T2 which will relearn the TB. Normally this is carried out after replacement, cleaning or other repairs which pertain to the TB being removed. Be careful not to remove the TB when you go to clean it, or it could cause a low or elevated idle afterward.
