The 9-3SS can be a great car but they do require a large amount of service. Here are some of the more common issues I repair on the 4 cylinder on a daily basis:
-Leaking vacuum pump
-Broken springs/blown struts/bad end-links/noisy strut bearings/creaking sway bar bushings/inner & outer tie rod ends
-P/S pump rebuild
-Leaking front main seal/belt/tensioner
-Broken balance shaft guide/tensioner
-Rear upper control arms
-Headlight wiring/SPS update/poor headlight condition
-Melted tail light wiring
-Interior falling apart
-Bad fuel level sensors
-Broken wiper transmissions
-Bad ISM full of crud
-Keys falling apart
-Steering column lock failure
-SAI pump/check valve ('03 only)
-Bad transmission coolers/radiators
-Re-sealing cabin air filter housings/bad blower motors & resistor packs
-Leaking AC compressor shaft seals
-Leaking AC evaporators
-Leaking oil-pan level sensors
-Broken front window regulators
-Fiber-optic stereo issues ($$$)
Being in PA with our state inspection and emissions you can't just get by with most of the aforementioned issues. The quality of our roads are pretty rough and definitely contribute to the suspension problems, so that may not be everywhere.
Best to spend 3-4k and put another 2k aside for your indy to go through the car. Nearly every used one that comes in the shop gets a $1,500 repair bill, but then they're great. If the first owner truly did keep up on the service you should be fine. Most cars that cheap don't end up there because the previous owner loved it and took such good care of if they couldn't stand to get rid of it. Maybe I'm an isolated case since I work at a "hospital", so I see the sick people all day.
If you're dead set on getting one take the time to pay someone who knows what they are looking at to do a pre-purchase inspection on the car.
