HID headlamp assembly replacement

I have been told by a shop that there is a faulty ground in the passenger side HID lamp 2006 93.
They said they couldn't find the part, however I was able to find it online, they said I needed to replace the entire assembly.
I had a few questions about that, is it possible to retrofit the system to just use the standard sealed beam? also, if I do have to replace it with the HID/xenon (definitely not halogen) assembly, is it possible to do that without removing the bumper cover?
Finally, they said that I needed to replace the control unit, but I could not find something called the control unit. I did find an HID igniter, but I'm not sure if that is the same thing.
