Did you try the place up in San Mateo for a quick scan and opinion? The opinion is probably the more important part, for just how expensive the top can get and they are honest.
The early year convertibles, as you will see from the postings on here are incredibly hard for even the professionals to fix and I think the components are quite difficult to get now as well, especially the actuators. You may just get a hard no from some places locally to even attempt it as they know they will not have a happy customer in the end.
To replace the top on my C900 conv years ago I took it all the way down to LA to a specialist to get it done right. That was a very simple top compared to the 9-3SS! You may have to go further than that these days.
I expect you are just going to get a bunch of fault codes out of a tech II scan and not a simple answer. It is not a magic tool.
