want to, or was told not to, tell you the information. It is a private label given by a functionary in a private enterprise. Legally they could tell you in an instant, or not. When persuasion fails, the only "force" to dislodge the information from a corporate source (or you or I) in our societal structure is through legal means. The forum might be administrative or judicial. Your own advocacy and investigation should come first. E.g., how about contacting prior owner, getting the name otherwise. Your state's attorney general consumer advocate may be willing to get involved, especially when informed of the warranty extension by GM, public announcements, and then, if you are correct that the facts support your allegation, of someone in the corporate structure refusing one the information to independently determine whether the warranty applies. Aside from the warranty, there is the issue of whether the defect might have been known for some time and concealed. There are other posts in the archives on pursuing a legal claim, which requires work, specific information, time and expense. It should be your last resort.
