Unless I'm mistaken, the Aero model was not introduced until the 2000 model year. In the US I'm certain there's no such thing as a '99 9-5 Aero.
Assuming it's a regular '99, search the forum (under "reliability"). This topic seems to pop up about every 3-4 weeks, or so. 9-5's are about as reliable as European cars get, but there's some evidence that '99 had more issues than later years.
Obviously maintenance records should be examined, particularly records of regular oil changes. But assuming the existence of a maintenance history, 115k is not a problem at all. I'm driving a 2000 Aero with 105k, FYI.
