DI recall ramble: why did it take US NHTSA and so long?

As an original NHTSA complaintant, I'm very satisfied to see a proper recall --so we can all go back to driving and enjoying our Saabs.
Question: Why did it take data from the US to "spark" a worldwide recall? With all those Saabs in Sweden, wouldn't they have seen the same problem before? Or are we the only free enough country where consumers still are heard the best. If so chalk one up for consumer power in the USA.
Here's a quote from a Saab spokesman: 3 or 4 failures while driving--i don't think so...

Next sad but understandable that Saab/GM knew about the problem and didn't do anything until forced to by NHTSA. As we all know the failure rates are really phenomenally high. Guess we really do need government agencies and a vocal consumer to benefit all.
