Ah the old Code 08 problem. How can a $35K + car have the same problem year after year?
Anyway, before you anything, perform a "Calibration" of the ACC system, which has been explained in earlier posts. You should get either a Code 08 error and a Code 06 error.
The Code 08 means that either the stop arm or the shaft coupling has broken. The "Fix" for the stop arm ($16) is not difficult and would ake you an hour or so. Replacing a broken shaft coupling with the part specified in an earlier post at $250+/-is just as easy. If you attempt the home made fix-it the cost will be less but plan on an afternoon on your back under the dashboard.
The Code 06 indicated very low current flow to the stepper motor. I found that the large multi-pin connector at the back of the ACC unit was dirty. After disconnecting the plug, cleaning the contacts and reattaching the plug, my Code 06 went away and I had controllable heat.
