I bought some new wheels for my 2000 Aero and put the Klingons on my wifes 2001 9-3. My indy hooked up the Tech II to change from the 195/60/15s to the 215/45/17s. The 17s were an option on the 9-3 so were an available choice in the Tech II but I also noticed an option for manual or custom on the menu. He says he hasn't ever used this option but my guess is you either enter the size or maybe the actual tire measurements.
I may check it out when I mount the Aero's new 235/45/17s which were not available until recently on the 9-5.
