The auto box does a great job of finding the right gear and keeping the car in its power range, though I will say that sometimes my 2003 Aero is reluctant to downshift, but sport mode usually will make the car more willing to downshift. We had a 2003 Passat 1.8T about a year ago and I know where you are coming from. Those have a ton of turbo lag, especially off the line, and you really need to work the car to keep it in its power range. As for the paddles, I find them fun to use every once in a while when I feel like driving a little more agressively. You wont find yourself using them often though, so I wouldnt go to a 2003 based entirely off of the fact that it has the paddles.
