The 99 V6 still use fiber gasket at cylinder head so it is a chance that the gasket has slowly deteriorated to the point where it allows oil to seep out.
Lack of coolant and oil changes can be enough to start a reaction that deteriorate the gasket material.
Since I haven't seen the car I can't say for sure, but I would clean the area around where the oil is with brake cleaner, add leak dye to the engine oil and drive the car for awhile and check again with a "black light" to see if the oil is actually coming through right between the head and engine block.
It is a chance that the oil is leaking from the two banjo bolts that holds engine oil cooler lines to cooler which is placed between the two cylinder heads.
If it is leaking there, it will slowly find its way to the front and back of engine.
So, before taking a head off, I wouldn't make sure, the oil is actually originating right in the crack between cyl head and block.
Yes, if the head gasket material has deteriorated to the point that it is seeping oil, it could suddenly give way completly and you will be stranded.
The problem is you don't know how long that will take.
