What kind of drill bit did you get? Something like a "Cobalt" (high cobalt content steel) drill bit from a good manufacturer should work. The wheel bolts are not the hardest steel bolts at all.
Do not use "titanium" (actually just TiN-coated) bits or plain black steel bits. These may not be hard enough.
Drill slow and use water cooling. Once you drill a hole use a screw extractor.
