I agree that it needs to be changed. I'm more concerned about my score, not being 'passing'. The problem that I have is that I must coach the customer, otherwise, he thinks that by checking Very Good that he is giving me a 'Very Good' score, not an 80%. The surveys are misleading, the answers have to be explained by the salesperson, as not to have a mistake made on the survey.
I, also, agree that the salesman shouldn't ask for an excellent, unless he gives the excellent service required for the 'A' grade. It's a tough system, but where do you change it? How can you make it more fair and accurate? There are probably 100 different views on how to do so.
