Aux. power with key in off position?...e brake adjust?

A couple quick questions. I'm enjoying my new to me 04 Aero but I have a few quick quesitons.
1. Can I have aux. power to the 12 volt outlets without the key in the ON position? Occasionally I need power from these outlets without the car on. My previous car had an ACC position for the key which turned on the outlets/stereo without activating all the engine sensors fans, etc.
2. Is there an easy adjustment for the e-brake? I have to pull the brake up very high for it to grab. Seems like I can pull it all the way up without grabbing at all, then the last click finally grabs...which takes a little extra effort. It hits the center console arm rest if it's extended forward at all.
I'm sure these are easy questions for you guys. I read through my user manual front to back and didn't see anything on either of these.
