When the hand brake works right there is zero wear and the parts will outlast the vehicle. If there is wear, something is causing the shoes to drag. So the caliper needs to be moved to the side and the rotor removed to clean/bube and inspect. The cable could also be rusting in the jacket and binding. The problem needs to be fixed, simply adjusting for the wear is not a good thing to do. There is a hole in the rotor and drum to access a star wheel to make the adjustment, but all will be revealed when its taken apart. Search for p-brake and you should find some DIY advice.
