about right. If it's just mostly highway driving at a relatively constant speed over a flat terrain, you may get close to the EPA number.
If it is a mix of city and highway of short trips under 20 miles, then I would expect somewhere between 20 to 25mpg, depending on the amount of mix.
I think your car is running fine, the DIC not having enough spark is a new one 8-), if the DIC is going, you will end up with no spark pretty darn quick.
Pull the spark plugs and see if they look normal.
