The shaking is most likely caused by one or more bent rims (as noted in a previous reply to this post). No amount of tire balancing can fix this problem. Either replace the rims or have a wheel shop "true out" the flat spot in each rim. Then, remount and spin balance the tires.
NOTE: There is a follow-on issue with bent rims: The tires (depending upon how much mileage is on them) may have worn unevenly. This uneven wear may cause vibration. Spin balancing may cut down on that vibration. If not, then replace with new tires.
I learned about this problem from many years of large and small boat trailering and from a spouse who continues to "not yield to potholes". I found it on an '01 9-5 SE that I just bought last week.
