I dont know why the dealer would not replace the pullies, but surely they are suspect over 60k, esp the small upper idler.
I would take 30 minutes and check the pullies, maybe even replace them "just because".
there are 3 pullies. Since you have the short belt now, the center pulley is out of the equation. that leaves the small upper pulley and the tensioner pulley.
slacken the s-belt and check each pulley. feel for roughness or play side to side. listen and feel for clicking.
Also, it could simply be an artifact of the short belt. do you feel "jerkyness" in the steering when you turn the wheel at low (or no) speed?
