not sure where the recirc flap is on a 9-5. <pining away for my c900T>
but the short answer is no, its not the same. My particular problem is with the blend door, the rod that moves the blend door to be precise.
However the recirc flap is surely operated by a shaft/rod of some sort, some where. and if that shaft breaks I can imagine that it could repaired in a similar (i.e. inexpensive) manner.
btw the recirc flap is either open or closed, so it is typically operated by a vacuum motor or solenoid. the blend door moves continuously from open to closed (left/right) and operated by a stepper motor.
