I have a 2000 9-5 sedan with 191K miles... and no issues, ever. Since this is being sold by a Certified Saab Tech one can assume the car has received the 60K major service but best to verify.
The PCV system should be changed to v6.0, the IDM should have been replaced under recall, the smallest idler pulley should be changed due to age and accumulated miles if 2.3l, the head bolts should have been re-torqued or replaced if 2.3l, the timing belt and tensioner should be replaced if V6, the pads/rotors may need to be changed, rear shocks may be bad (does the car jump on sharp bumpy curves?) and the battery may be near end of life. Verify all the above has been done by the seller/previous owner and your friend should have no fear of purchase.
I am not sure about the price though. Check Kelly or some other sources to validate the correct transaction price.
