On the V6SE, Saab pays 100% to change the timing belt the first time, any time before 100,000 miles. Having the tensioner done is just a smart additional step that is easier (less expensive) to do when the timing belt cover is off at Saab's expense.
And your friend may decide to pass - but if he likes the car, there are lots of them out there. A car is only worth what a car is worth. Anyone with any auto experience will know this. The car is not worth what the seller is asking - but like anything in life - the seller can ask whatever he wants. If he finds a sucker - good for him. Sounds like your friend just won't be the one born every minute.
