parking brake and vibration

I had a vibration (mainly at highway speed). It was not the tires, put new tires on and had them balanced at two different places. On a hunch, I retracted the parking brakes so they did not work at all. This solved the vibration, but it also left the car without any parking brake.
Since PA vehicle inspection requires the parking brake to work, I expaned the pads so it passed inspection. The vibration returned. Later on, the car was scheduled for work at an Inde, so he properly adjusted the parking brake. I hoped that an official proceedure would solve my vibration. The parking brake works really great, but the vibration is still there.
Is it possible that the inside of the rotor has some parking brake material build up (making it oblong) and the vibration is the parking brake build up and pads impacting?
Any alternative possibilities?
