I think you are right that the compressor must be kicking on if it is making the expansion valve "fart". you can look at the engine while a friend presses the "econ" button on and off. you will hear the comressor "click" and notice it spinning and prob notice a change in the engine load

you can get cans of 134a off the shelf at advance/autozone/napa/etc/etc and a 12 oz can should be more like $7. you will need a charging hose too, ~$4.

you charge through the low pressure port (the charging hose will not fit on the high pressure port) On on my '01 Aero the low pressure port is behind the headlight, and you need to remove the headlight to see it & to get to it.

its worth $15 and some time to see if you can find the problem.
