It sounds to me as if the thermostat is only partially opening; not fully failed yet, but coming soon.
Partial opening could explain both the raising temp when climbing long hills with A/C running, and the heat soak from your hot engine into the engine cooling jacket with the car off.
I believe a properly functioning 'stat will be sufficiently open at engine turn-off to allow free circulation of the hot coolant through the radiator. The trapped waste heat in the engine will migrate into the coolant which will then flow by thermal convection only (no pump) to the radiator and other cooler spots where it will release the heat.
Your case sounds as if the 'stat is so nearly closed that the coolant can only flow when the pump is pushing it. Hence the coolant gets keeps gettting hotter until you restart the car and the pump starts pushing the coolant again..
