WIS tightening instructions: torque + angle

Trying to put my wheel bearing replacement away, and what's with WIS's tightening instructions for a couple of things, where is lists a torque + angle?
e.g. the steering swivel member, 74 ft-lb + 90 degrees
what's that all about?
I'm not about to go another 1/4 turn on those bolts.
another e.g. the caliper mounting bolts, 103 lb-ft + 45 degrees
I don't remember this ever coming up on the board.
Well, probably not waiting for a response, back out to the garage. Wish me luck.
