Rear seatbelt replacement - anyone DIY?

Strange thing happened to me twice in my wagon. The center seatbelt would retract as normal when the rear seat was put in flat folded position, and now it won't release the slack - making lifting the seat impossible. This happened in January - I had to replace.
Now the replacement is doing the same damn thing. Has anyone ever replaced a rear seat belt who can give me some tips? Dealer and indies want 1.5 hours labor to do it (plus I need to remove it first to get a replacement under warranty -- vicious cycle.)
