I am no expert - but have a little experience in this as I just bought a 2005 9-5 ARC that was totalled for flood damage. The only thing wrong with my car was the TWICE computer box located under the seat. They are notorious for going bad in a flood. Also, like previous poster mentioned - definitely remove plugs and turn motor over and inspect for any water expelled from cylinder. Also, water can stay trapped in the turbo ... and shoot into the cylinders when the engine starts. Not sure how - but there is a way to disconnect the turbo while starting .. so that water wont shoot into engine. Even with my bad TWICWE unit ... I could still "bump" the motor over with the starter. The fact that you cant engage the starter - suggests something else to troubleshoot to start.
