Headlamp switch weirdness

My 2000 9-5 SportWagon SE V6 has developed a new trick.
With the headlamp switch in the parking-lamp position (straight up), the headlamps and instrument panel lighting are on, as usual. However, with the switch in the headlamp position (rightmost stop), all lamps are off, just as if the switch were in the leftmost "off" position.
The car has the default U.S. headlamp programming. The DRL fuse is removed; I habitually drive with the switch in the rightmost "on" position.
What would cause this? Headlamp relay? Bad switch? Something else?
