There are a couple of "books" out there. The basic one is the Saab Warranty Repair Book, essentially the times paid by Saab for warranty repairs. The numbers are, if I'm correct, buried in the WIS. Then there's the "Chilton" book, generally the reference book for independents, and perhaps by dealers for "customer pay" jobs. Often independents will establish their own "book" based on their experience for common repairs.
Saab's "book" is supposed to be created by stopwatch-timing a skilled technician who starts the job with the car in place on the lift (but not raised), tools at the ready, performing an error free "repair" (if he drops a tool, the watch is stopped until he gets it back into position) on a clean and rust=free "school" car.
Note that this *really* rags many techs, because often they must visit the service manager, pick up the repair ticket, get the car, drive it to the bay, get the lift positioned, get the parts (if needed), perform the repair, return the car to the parking lot, and finally log their time on the job. Try doing all that in the 6 minutes allowed for some tasks. A smart dealership might have a "runner" that does all of the above except the actual repair.
