That mark on the serpentine belt pulley should still be TDC when lined up against the tab on plastic timing belt cover (approx 2 o'clock).
Or? Are you saying that you used the pulley/damper mark straight down as my description show?
If so, you are off quite a bit and lucky that you didn't damage any valves.
As you can see, my diagram does not show the pulley/damper mounted but only the sprocket and its mark straight down.
