It is not necessary to remove the dash to replace the folding cupholder. I did mine after I removed only the radio and its cage. Then, you can reach in through the opening to unscrew and rescrew the new one. An uneventful 20 minutes.
Your outline for removing the dash is good. When you give the dash its final pull....go easy; it is possible to crack the laminate. Yes, I did this once and learned. Fortunately, a like-new replacement was available via eBay. Also, I've never removed the screws for the fuse panel; doesn't seem to be in the way. And, it is necessary to remove the plastic shell at the bottom of the steering column that the directional and windshield wiper stalks stick out of. Pulling the adjustable steering column all the way out and positioned as low as possible helps.
