Blower fan controller problem???

Ok, the blower stopped working. I've been having trouble with the fan speeds esp. when I manually adjust them, it never really seemed to work right. I took everything apart, tested the fan with 12v and nothing except I can feel it want to run when I spin the fan(commutator seems very black). I tested the plug for the fan that's in the cowl and I'm getting an almost constant 12v(it drops slightly when I turn the key on) and it doesn't change when I turn the fan higher or lower, I'm assuming this is incorrect or the blower would be running all of the time. I removed the controller and took it apart. I cleaned the circuit board and hit every solder joint with the iron (I thought I saw a few cracked ones). I plugged it back in and I'm still getting a constant 12v (around 12.10v). I'm going to clean the motor up and see if it'll run again. Does this sound like my motor or controller or both. Any insight would be very helpful. Thanks.
