Actually getting widely conflicting information from area Saab shops I've contacted. One is well known to be extremely reputable (Saabs only) and will roll in a timing chain for $ 400 , they say they rarely see issues with the balance chain, but quite often replace strecthed timing chains and replace only the chain and upper guide with good results.

I may let them do the chain replacement, I'll drop the oil pan myself and if the balance chain is noisy cut and remove as you suggest.

Conversely another shop says they will not roll in a chain, they pull engine and replace all components. But based on my experience with my 9000 replacing the timing chain and tensioner provided nearly 100k miles of additional noise free operation, that car of course did not have balance shafts. On the 9000 I did not roll the chain in but removed the cover and oil pump so I could see the condition of the lower sprocket.

I didn't feel comfortable with the chain roll in instructions in the WIS, so unless someone says that it pretty easy I may have a shop do the job,
