Question on TSL for US market

Today I had my indy activate TSL (Theft Security Lock) function using Tech2 on my 2000 9-5. In case you don't know it is a central lock function that "deadlocks" all doors and makes them impossible to open from both outside AND inside. It is a standard option for European market but it is disabled (due to some stupid regulations) for US market.
Anyway, my question to whoever has experience with it: after activation my car acts as TSL was working (press LOCK once and siren chirps and doors lock; press LOCK twice and tailgate lock makes some more noise and both siren AND horn chirp) but the doors can still be opened from inside. Are the locks physically disabled for TSL for US market besides software programming? Or am I missing something?
Hope someone else had some experience with this. Thanks!
