I don't know the answer but it might also involve some hardware inside the door locks.
But one question. Do you really feel it is a stupid regulation to be able to open the doors from the inside no matter what locked them from outside.
I think the only reason for disable the opening from inside would for the deadbeat parents that keeps leaving the kids inside the car when they go shopping or bar hopping. That way, they are for sure trapped inside.
I think the lawyers in US would have a field day with that configuration.
