I agree with Todd - get the CPO, BUT try to negotiate on the price. In either case, get the dealer to give you a copy of the IRIS report on the car. The IRIS will show you everything that's been done to the car under warranty, and where. Considering the fact that the CPO will give you pretty much bumper to bumper coverage until 2010 or 2011, depending on the in-service date, I think it's well worth it.
The dealer's actual COST on doing a CPO varies tremendously; most of the CPO worksheets I have seen show that Saab dealers bill themselves labor at 1/2 their retail rate, and parts at cost when doing the CPO. So, maybe it costs them 5-600$ depending on the age and condition of the car. If it were me, I'd offer them $16K and be prepared to go to $16.75K IF the IRIS showed routine work without any "lemony" trends. Only 33K on the odo is very promising!
We've had 2 CPO'd Saabs thus far. The first one, my '01 Aero, was very trouble-free, and needed only a couple of things done while the CPO was in effect. (Bought at 27K miles) The second one, an '04 Arc wagon, we've only owned 4 months, so no meaningful feedback yet. (Bought at 47K miles)
