Seriously, the 9-5 air filter requires a lot less discombobulation of OTHER things than a C900, 99 or 9000. Each of those requires that you remove, or at the least, move aside, the air metering device, one or more intake tubes, and disconnect one or more electrical connectors.
Had it been made more accessible from the top, I shudder to think of how many other items I'd have to take apart to get to it. On my Arc, all I see from the top is the plastic cover over the front cylinder head, the battery, fuse box, and MAF meter. I know there's a lot more there, but it would be a more difficult job to change the air filter if you accessed it from the top.
As others mentioned, the idea is you change the air filter at one of the regular oil change intervals, when the car is already on a lift or jackstands, etc. and rarely - if ever - by itself.
(And if you think water gets into it now... Saab was selling over in Sweden at the launch, posters showing the 9-5 and its heritage. I don't know if it was a design that was thought better of, but on one drawing, you can CLEARLY see an inlet duct at the bottom of the air filter housing facing forward...)
I think the best location I've seen, and also the easiest change was in my former roommate's '96 Land Rover Discovery. Now here's a vehicle where getting the air inlet up high is really important. Basically, they designed an air box using one of those square filters. The air box was right under the hood in about the same corner as the 9-5s is. 6 or so clips, and the cover is off, and a quick vacuum and a new filter later, and you're good to go. But I daresay that motor (4.0 liter V8...) gets a lot less filter area than our 9-5s do.
