If you go without the torque wrench, tighten using a 3/8 drive ratchet, hold it close to the "center" of the ratchet (where the socket attaches) and tighten using ony one hand. In this manner, you don't have to worry about overtightening the bolt (unlsess you are usually strong).
I've used this method for years and have never stripped the bolt or had one come loose.
Of course, if you go the torque wrench route, forget the above.
One thing, clean the area around the drain hole to remove grit before reinstalling the drain plug.
