Welcome to the 9-5 board TonyJ! I will soon by attempting your well documented 9000 Headlamp Wiper Repair to both wiper units on my 9-5. I received the resettable fuses a couple month ago, just haven't got around to try this repair yet.
As far as the fuel tank baffles go, I don't know the answer. As you said, there was a "drop in" baffle kit offered to owners of early model cars (such as my 2000MY) to stop the fuel sloshing sound that bothered some owners. These baffles were inserted thru the fuel pump hole, and there have been a few reports of these coming loose later and interfering with fuel gage operation. Maybe the baffled fuel tanks installed on later model years also used this same style of baffle which is not attached in the tank.
I will check my EPC when I get access to it and see if the fuel tank P/N changed between the 2000MY and your 2004MY.
