You can get close using presssure, but there are a lot of factors (ambient temp, engine rpm,interior temp, condenser temp, etc) that can influence pressure readings. That's why the only way to accurately fill the system is to evacuate and refill by weight.
It sounds like it's still a little low if it's cycling at idle, but how hot is it outside and inside the car? What does it do with the engine at 1500-2000 rpm?
