I don't see how zero volts of battery capacity (batteries removed) would not produce the same problems as low battery voltage. But maybe the circuitry is that complex.
I see two easy solutions:
1) Replace the entire siren module for ~$300, parts only; or
2) Disable the siren and be greeted with horn beeps as on the 2004 and newer cars. Cost is $25 to $50.
I have tried most of the other proposals (anyone want to buy a battery pack with lithiums?) and nothing seems to be a long term solution.
