Other than new wheels on the Arc, they're pretty much identical to the '04s.
Big changes came for 2006.
I've been thrilled with my 2004 CPO. I bought it in April of '07 with 28,000 miles for $15,500 (I think). It's an Arc automatic with xenons, premium package and OnStar. I have 43,000 on it now and It has been essentially trouble-free. The one warranty issue I had - cracking paint at the c-pillars - was covered under the CPO warranty last month. My car's out of its basic 4/50k, but the CPO warranty is essentially the same thing. Dealer treats me just the same, of course.
When this car is 6 years out of its in service date (end of January 2010), I'll almost undoubtedly buy another 9-5... maybe a 2005 or I might step up to the '06+.
By the way, I didn't like the design of the '06's radio ,either, but once I used one for a few days as a loaner, I got really into it. It's much, much more functional than the one in 99-05s. Unless you're using cassette tapes (haha!), you won't miss anything. Do note that the 04+ cars don't have weatherband, though.
