I have always understood a draining the old coolant and refilling as being a 'drain and refill.' Flushing is draining, and then running just plain water through the cooling system, usually in reverse flow. You open the system, splice in a connector, and hook up a hose. Run the water for a while, with the 'clean' water just spilling out.
I've also seen draining the old coolant, replacing with just water or water with an additive, running the engine for a few minutes, draining, and then replacing with coolant.
If the cooling system has been regularly maintained - drain and refill every 2-3 years, then that's probably just fine. If the cooling system has gone 6 or 7 years on the factory coolant, or if you're seeing signs of reduced cooling system efficiency, then one of those forms of 'flush' might be called for.
Either way, if you're going to pay someone to do it, get a complete definition of what procedure they'll do.
