Yes you need to remove that to get to the front DIC and the TB. The first time I tried to remove mine it was very tough but I got the screws eventually. I've not had issues getting it off ever since. Like I said try taking them out when the engine is hot. You also have to take the oil fill cap off to get the cover off. Other than that it just lifts off.
