... then it certainly is DIY. Replacing the belt is much more involving, as it includes removing the motor mount. But even that is considered DIY, provided you have something like a trolley jack available to support the engine.

Getting the belt back on is a matter of loosening the belt tensioner, locking it with 3mm hex, fit the belt round the pulley and tighten it. All this assuming you have a 4-cyl. On the V6 it's even easier.

As for how it came off: there is a pulley ( don't remember which one on the 9-5 4-cyl) that runs off the 'backside' of the belt. If this pulley gets wet and slippery, the belt can come off.
