Yes, I believe that is normal; SAABs are notorious for having to replace pads/rotors at the same time and more often than many other makes. I have an 03 Linear and had to replace my front pads/rotors at 36k. I used Brembo rotors and Akeebono ceramic pads and they are performing great (and very little dust too).
