I've had this problem on both my 9.3 and 9.5. In my case, water gets up into the cable and freezes. The rubber boots on the ends of the cable are not available as a separate item, and even if they were you would have to disassemble everything to install them. So I removed them and shot some WD40 up into the cable and then cycled the parking brake until it worked nice and free. Then I got a plastic syringe at CVS, filled it with grease and injected it up into the cable. Next, I clamped a piece of 1/2" split electrical cable loom onto the end of the brake cable and filled that with grease. That did the trick for me. Every winter I re-grease it.
