SPECULATING: I don't have a wiring diagram/logic digram in front of me. But it seems to me that if you have an ABS fault, maybe the module grounds pin 21 to turn on the ABS warning lamp. So because you have a fault you measure 12V from B+ to Pin 21 since 21 is grounded. The B+ - Pin 21 measurement 12V isn't a fault, but it's caused by your fault (whatever the fault is...)
