WIS says the voltage should be <.5 with the ignition in "on" position. When you put the key in this position, numerous lights, including the ABS warning lamp come on until after the engine is started. So, it would seem they are intending for the light to be on when this measurement is taken.
I may be misinterpreting the diagrams - or the instructions. It's been more than 20 years since I took electronic courses......
