Finally fixed. It took another a month plus. However it is done.
They called SAAB engineer in Sweden. They told them to replace CPS Reluctor Wheel inside engine. The mechanics and engineers here really did not believe this will fix the problem since system reads this reluctor wheel did not have any issues. However, they fixed the problem. While they are in there, they did timing belts and others necessary for 60K. Car starts and runs good in 20F degrees now. Feels Good. Thanks.
